Friedens- und Konfliktforschungs-institut in Deutschland.
Für das vom BMBF geförderte Kompetenznetz „African Non-military Conflict Intervention Practices” (ANCIP) (Projektleiterin: Dr. Antonia Witt) suchen wir zum 1. April 2022
zwei wissenschaftliche Mitarbeiter*innen/Doktorand*innen (m/w/d) (65%),
Entgeltgruppe TV-H 13, für die Dauer von vier Jahren (Befristung nach WissZeitVG).
Ziele des standortübergreifenden Kompetenznetzes ANCIP sind der Aufbau einer online-basierten Datenbank der nicht-militärischen Interventionen von afrikanischen Regionalorganisationen
(AU und RECs), die empirische Rekonstruktion von Interventionspraktiken und -routinen afrikanischer Akteure sowie eine darauf aufbauende Theoriebildung. Im Kompetenznetz werden Wissenschaftler*innen
an der Universität Leipzig, der Universität Duisburg-Essen und der HSFK zusammen mit einem erweiterten Netzwerk an internationalen Partnern in Europa und Afrika arbeiten. Die an der HSFK zu besetzenden
Stellen sind in der Nachwuchsgruppe „African Intervention Politics“ im Programmbereich V „Glokale Verflechtungen“ angesiedelt.
An der HSFK sollen zwei Teilstudien des Kompetenznetzes durchgeführt werden. Ziel von
Teilstudie I ist die systematische Analyse der Rolle von durch AU und RECs (ECOWAS, IGAD) ernannten
Sondergesandten (High Representatives, Special Envoys oder Special Representatives) in regionalen nichtmilitärischen Interventionen. Im Zentrum stehen dabei die Wissensbestände, Praktiken
und Handlungsspielräume der jeweiligen Sondergesandten, ihre institutionelle Einbettung sowie Interaktion und Schnittstellen mit anderen Akteuren. Es sind zwei vergleichend angelegte Länder-Fallstudien
(AU/ECOWAS in Mali, AU/IGAD in Südsudan) geplant.
Teilstudie II hat zum Ziel die Praxis zur Einbindung zivilgesellschaftlicher Akteure in nichtmilitärische Interventionen von AU und ECOWAS zu untersuchen.
Über formale Kooperations- und Einbindungsmechanismen hinaus soll es dabei vor allem darum gehen, mittels sozialer Netzwerkanalyse Muster im Zugang für individuelle und kollektive lokale Akteure zu
regionalen Interventionen sowie Exklusionsmechanismen umfassend anhand von zwei Länderfallstudien (Mali und Guinea) zu rekonstruieren.
Zum Aufgabenspektrum gehören insbesondere:
- Stelle 1: Entwicklung und Durchführung einer Teilstudie zur Rolle von durch die AU, IGAD und ECOWAS ernannten Sondergesandten in regionalen nicht-militärischen Interventionen mit
Fokus auf Mali und Südsudan;
- Stelle 2: Entwicklung und Durchführung einer Teilstudie zur Praxis der Interaktion mit und Einbindung von zivilgesellschaftlichen Akteuren in nicht-militärische Interventionen von
AU und ECOWAS mit Fokus auf Mali und Guinea;
- Beteiligung an der gemeinsamen Auswertung von Forschungsergebnissen sowie den Aktivitäten des Verbunds (inklusive Wissenstransfer in die Politik);
- Präsentation von Forschungsergebnissen auf Fachkonferenzen sowie Erstellung von wissenschaftlichen Veröffentlichungen in Allein- und Koautor*innenschaft;
- Beteiligung in den Gremien der HSFK-Selbstverwaltung.
Die Stellen sowie die jeweilige Teilstudie können zur eigenen wissenschaftlichen Qualifizierung (Promotion) genutzt werden.
Sie sollten folgende Voraussetzungen erfüllen:
- Zur Promotion berechtigender, sehr guter Hochschulabschluss in Politikwissenschaft, Friedens- und Konfliktforschung, Afrikawissenschaften oder einer anderen Sozialwissenschaft;
- Forschungsinteresse im Bereich afrikanische Regionalorganisationen, Interventionen, Mediation;
- Durch Praktika oder Forschungsaufenthalte nachgewiesener regionaler Fokus auf Afrika;
- Französischkenntnisse zur selbstständigen Durchführung von Forschung im frankophonen Afrika;
- Gute Kenntnisse qualitativer sozialwissenschaftlicher Methoden;
- Fähigkeit zur eigenständigen Arbeit, Teamfähigkeit, Bereitschaft zu mehrmonatiger Feldforschung und Reiseaktivitäten im Rahmen des Kompetenznetzes
Sehr gute mündliche und schriftliche Kenntnisse der englischen Sprache sowie den sicheren Umgang mit gängiger Bürosoftware setzen wir voraus. Kenntnisse der deutschen Sprache werden nicht vorausgesetzt.
Es wird jedoch erwartet, dass der*die Bewerber*in die Bereitschaft zeigt, sich innerhalb der nächsten ein bis zwei Jahre um den Erwerb deutscher Sprachkenntnisse zu bemühen.

For the BMBF-funded competence network “African Non-military Conflict Intervention Practices” (ANCIP) (project leader: Dr. Antonia Witt), we are looking to recruit, as of 1 April 2022,
Two research associates/doctoral candidates (m/f/d) (65%),
Pay group TV-H 13, for a period of four years (fixed-term contract according to WissZeitVG).
The goals of the competence network ANCIP are the development of an online database of non-military interventions by African regional organizations (AU and RECs), the empirical reconstruction of intervention practices and routines of African actors, and corresponding theory-building. In the competence network, researchers at the University of Leipzig, the University of Duisburg-Essen and PRIF will work together with an extended network of international partners in Europe and Africa. The positions to be filled at PRIF are located in the Junior Research Group “African Intervention Politics” in Research Department V “Glocal Junctions”.
Two projects of the competence network will be conducted at PRIF. The aim of
Project I is the systematic analysis of the role of special envoys (High Representatives, Special
Envoys or Special Representatives) appointed by the AU and RECs (ECOWAS, IGAD) in regional non-military interventions. Specific focus will be placed on the knowledge bases, practices and scope
of action of the respective special envoys, their institutional embedding, as well as their interaction and interfaces with other actors. Two comparative country case studies are planned (AU/ECOWAS
in Mali, AU/IGAD in South Sudan).
Project II aims to examine the practice of involving civil society actors in non-military interventions by AU and ECOWAS. Beyond formal cooperation and inclusion
mechanisms, the project’s main aim is to reconstruct, on the basis of two country case studies (Mali and Guinea) and through a social network analysis, patterns of access for individual and collective
local actors to regional non-military interventions as well as exclusion mechanisms at work.
Your responsibilities include:
- Position 1: Development and implementation of a study on the role of special envoys appointed by the AU, IGAD and ECOWAS in regional non-military interventions with a focus on Mali and South Sudan;
- Position 2: Development and implementation of a study on the practice of interaction with and integration of local civil society actors in non-military interventions of the AU and ECOWAS with a focus on Mali and Guinea;
- Participation in the joint evaluation of research results as well as the activities of the network (in-cluding knowledge transfer to decision-makers);
- Presentation of research results at academic conferences and preparation of academic publica-tions as single and co-author;
- Participation in the committees of PRIF self-administration.
The positions as well as the respective project can be used for your own academic qualification (doctoral dissertation).
Applicants should meet the following requirements:
- A very good university degree in political science, peace and conflict studies, African studies or another social science qualifying for a doctorate at a German university;
- Research interest in the field of African regional organizations, interventions, mediation;
- Regional focus on Africa demonstrated through internships or research stays;
- Knowledge of French to independently conduct research in Francophone Africa;
- Good knowledge of qualitative social science methods;
- Ability to work independently, ability to work in a team, willingness to undertake several months of field research and travel activities within the framework of the competence network.
We expect very good oral and written English language skills as well as the confident use of common office software. Knowledge of the German language is not required. However, it is expected that the applicant shows willingness to make efforts to acquire German language skills within the next one to two years.
The position is subject to the final approval of third-party funding by the German Federal Ministry for Education and Research (BMBF).
